Negotiations on Mitigation Work Programme offer opportunity to advocate for multilevel NDCs

The first COP29 Informal of SB61 Agenda Item7 on Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme (MWP) was convened on 12 November 2024, with negotiations facilitated by Germany and South Africa. 

Numerous Parties delivered very positive statements to have substantial outcomes on the 2024 MWP focus on cities, buildings and urban systems. This is an opportunity for both Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action Endorsers and COP29 MAP Initiative to connect to the COP29 Ministerial Meeting(s) on Urbanization and Climate Change. 

The LGMA sent the following message to MWP Facilitators.

LGMA Constituency members are asked to widely circulate it to Parties so they can include it in their submission to SB61 MWP Agenda Item 7.

LGMA inputs to SB61 Agenda Item.7 on MWP Informals: Synergies with COP28 para161, COP27-28-29 Initiatives, Art6.8 and 20th November Urbanization and Climate Ministerial

Dear MWP Co-Facilitators and MWP Secretariat,

At the outset, we would like to congratulate the 2 new MWP Co-.Facilitators for their new tasks and congratulate MWP Dialogue Co-Chairs and UNFCCC MWP Teams for their excellent support to advance the MWP agenda. 

The LGMA Constituency was delighted to actively engage at MWP3rd and 4th Dialogues, and observe the first Informal on SB61 Agenda Item7 on 12th November.  

1 – Building on the invitations to of Co-facilitators to provide further inputs, below are a couple of concrete suggestions from LGMA,  The ADP3.2 workshop on urbanization at COP18 in 2013 enabled recognition of all levels of governments in the 2015 Paris Agreement. MWP3rd and 4th dialogues on cities, building and urban systems in 2024 has a huge potential to deliver para.161 of COP28 that urges Parties for multilevel action and increase mitigation ambition in the NDCs3.0 with spillover effects on adaptation and other sustainable development impacts.

2 – COP27-28-29 Presidencies, in collaboration with the LGMA Constituency, developed numerous initiatives to integrate multilevel action and urbanization into global climate action, which has direct contributions to the discussions under MWP3rd and 4th Dialogues.  

3 – COP29 Ministerial Meetings on Urbanization and Climate, as its 3rd edition since COP27 will be held on 20 November and conclude with COP29 MAP Initiative which will connect COP27-SURGE and COP28-CHAMP Initiatives towards COP20 in Belem. 

4 – Under these conditions, below are the specific textual proposals of the LGMA COP29 Position that are customized to the MWP negotiation texts, which will also be shared with COP28 CHAMP Endorsing Parties as well as Parties that endorse COP29 MAP Initiative for their inputs to SB61. 

Agenda  Item 7 – MWP Informals   

  • 1 – Invite Parties to actively implement para.161 of COP28 UAE Consensus urging Parties for multilevel action to increase mitigation ambition in NDCs3.0 through multilevel collaboration with all levels of governments  and enhanced integration of ministries of urbanization
  • 2 – Invite Parties to consider “sustainable urbanization” as a “non-market approach” under PA Art6.8 in order to support implementation of numerous projects and cases presented at Pitch-Hubs  of MWP 3rd and 4th Dialogue
  • 3 – Welcome COP27, COP28, and COP29 initiatives on urbanization and multilevel collaboration, developed in close collaboration with the LGMA Constituency, including convening of Urbanization and Climate Ministerial Meetings in collaboration with the United Nations Human Settlements Programme at UNFCCC COPs as their legacies, with a view to continue such meetings as part of the mandated agenda of high level segments of future UNFCCC COPs
  • 4 – Encourage the UNFCCC Secretariat to introduce a new category of “Urbanization” under the “Topics” section of the UNFCCC homepage, as an opportunity to ensure continuity of the outcomes of these COP initiatives as well as discussions held under the MWP 3rd and 4th Dialogue
